Some schools are not listed because they either do not have an athletic program, are independent, or they have moved to another conference not listed here. Tennessee State University is an example. They have a fine athletic program that has moved to the Ohio Valley Conference. When the school's football team won the conference, you can believe that there was a lot of investigating going on.
